I think I have a simple answer for that - because of his job. Think about it - he is a teacher at Hogwarts. That means practically every wizard in Britain has been his student. If he had a house in the wizarding world, his neighbours would be his ex-students, the parents of his students, etc. I'm commuting to work every day, and I have never for a minute considered moving to the city where I teach. As much as I love my job (and without flattering myself, I think I might be slightly more popular than Snape with my students), it is a good thing NOT to meet your students when you're taking out the trash, go to the baker's or to the movies. So I do understand why he lives in the Muggle world.
Of course he could get rid of his parents' old house and get a new one. It is obvious that the house isn't well-kept, it isn't in a good neighbourhood, it needs refurbishing... Most people I know who buy houses and put a lot of effort and money in them do that for their children. I believe Snape knows that he is likely to get killed in the war, he doesn't have any children, so why bother getting a new house?

I never thought about it that way.
Perhaps too, with the whole double agent thing, most of the deatheaters would not step foot in the muggle world. Gives him his privacy in that way.

Perhaps how unkempt spinner's end is, well, he's a bachelor...I've seen some just as bad housekeeping with my single male friends
